What follows, is the original answer, which somehow has been read by many people.
The truth is way below, in a comment, and is quite simple: The earth, in whole, would homoginise completely.
In only five seconds.

Some kinds of buildings might, in those five seconds, shift enough to become unstable when regaining weight, but those will not be many.

Cars on the freeway would continue much the same, with perhaps a little wheel spinning.
Those in the middle of a curve, or in with the brakes applied as to stop, would enjoy 5 seconds u201cfree rideu201d, in which time a nasty accident might happen.
Flying planes would jerk upwards, most of them regaining control after the 5 second spell.
Seawater, on the loose, would foam up some, but most vessels would stay near the water, those in the midst of an upward thrust would continue upwards, bringing them down with a splash, when a small number of them might break upon the jolt.
For 5 seconds, waterfalls would meander aimlessly, finally continuing their downward splosh.
In most cases, inertia will dampen the loss of gravity, for 5 seconds.
Railway trains will mostly stay in the rails, those on a curve most probably losing track.
All in all, a five to ten percent destructive casualty might be the outcome of the event.
